Industrial parks in Nam Dinh province are interested in using rooftop solar power, but many factories face difficulties due to a lack of mechanism and support. According to Mr. Nguyen Vu Chien, Deputy Head of the Industrial Park Management Board of Nam Dinh province, there are six industrial parks that meet green export and rooftop solar power requirements in the area. However, many factories struggle to connect and sign contracts for this type of energy.

One challenge facing these factories is the temporary suspension of connections by power companies after the solar power incentive mechanism expired. Additionally, the high investment costs of around 13 billion VND to produce 1 MW of electricity make it difficult for some businesses to justify the expense. The shorter hot season in the North and lower heat radiation compared to the Central and Southern regions also result in lower rooftop solar power capacity and output, which raises concerns about capital recovery and reduced profits.

Textile and garment enterprises also face similar issues with rooftop solar power installation. About 30-50% of these enterprises have installed rooftop solar power, but the rest stopped implementation due to a lack of a mechanism to continue after the previous incentive policy expired. Textile and garment enterprises need to invest in rooftop solar power to obtain green production certificates required for exporting to Europe, but they struggle with a lack of support and mechanisms for connecting to this energy source.

Experts emphasize the need for clear policies on rooftop solar power output and installed capacity, investment procedures, planning, and fire prevention. They suggest that government agencies decentralize management and provide support to businesses in finding sources of capital, applying incentive mechanisms, and tax incentives. Additionally, specific instructions on standards and methods for building and installing rooftop solar power systems would facilitate the development of this renewable energy source.

In conclusion, while there are opportunities for industrial parks in Nam Dinh province to use rooftop solar power as a sustainable energy source, many challenges remain unresolved due to a lack of mechanisms and support from government agencies. Experts recommend clear policies on renewable energy development that prioritize business needs while ensuring environmental sustainability efforts are maintained.
