Carbon Capture Technology: A New Direction in Wyoming’s Energy Future?

In April 2023, PacifiCorp submitted an update to its 2023 Integrated Resource Plan (IRP) to the Wyoming Public Service Commission. This update included the installation of carbon capture technology on coal-fired units 3 and 4 at the Jim Bridger Power Plant.

Governor Mark Gordon has issued a statement expressing his support for the use of carbon capture technology. He notes that in previous years, IRPs were focused on eliminating coal-fired power plants. However, legislative actions in 2019 and 2020 have provided additional options for consideration, including the evaluation of carbon capture technology on coal plants to meet lower CO2 standards. These measures were taken to ensure a diverse energy portfolio that includes wind, solar, and carbon capture technology.

The Governor acknowledges that IRPs are subject to change, but views the selection of carbon capture as the preferred portfolio for Jim Bridger Power Plant Units 3 and 4 as a positive step towards producing 24-hour dispatchable power. He believes that if this technology proves to be economically beneficial, it will benefit Wyoming, consumers, and those served by PacifiCorp. This change in direction reflects the need for flexibility and adaptation in the energy sector to meet environmental regulations and consumer preferences.
