Sen. John Kennedy (R-La.) has recently teamed up with Sen. Chris Coons (D-Conn.) to introduce the Small Business Contracting Transparency Act. The legislation aims to increase opportunities for small businesses participating in the Small Business Administration (SBA) programs to win contracts with federal agencies. Kennedy emphasized the importance of supporting Louisiana’s small businesses, stating that they are crucial to the state’s economy and deserve a chance to work with the government.

Coons also expressed his support for the act, highlighting its benefits. He noted that small businesses fulfilling federal contracts can help ensure that these agencies uphold their commitments to women, veterans, and underserved communities when awarding contracts. By providing more oversight of programs that offer opportunities to underrepresented entrepreneurs and small businesses, the act aims to strengthen the foundation of Louisiana’s economy.

The Small Business Contracting Transparency Act addresses a significant problem: federal agencies failing to meet their goals of awarding contracts to participants in SBA programs such as WOSB, HUBZone, and SDVOSB programs. Since 2000, these agencies have only met their goals twice. To address this issue, the act mandates that the SBA submit reports on key aspects of the contract-granting process, including the number of small businesses certified for each program, the total dollar amount and percentage of federal contracts awarded to qualifying small businesses, and the number of ineligible businesses mistakenly awarded contracts.

Overall, this legislation seeks to increase transparency in federal contracting and provide more opportunities for small businesses participating in SBA programs.
