Putin, after being re-elected as President of Russia for a fifth term, has extended an invitation to the West for dialogue on security and strategic stability. He emphasized the importance of maintaining good relations with countries that view Russia as a trustworthy and reliable partner. While Putin acknowledged that dialogue with the West is possible, he stated that it should be conducted on equal terms without arrogance or personal exclusivity.

Putin reaffirmed Russia’s commitment to working towards a multipolar world and a system of equitable security. In response to Western “threats” and “provocations,” Putin instructed the Russian Armed Forces to conduct maneuvers with tactical nuclear weapons in the Southern Military District, which includes territories annexed by Moscow from Ukraine. He also summoned French and British ambassadors to address statements about NATO troops potentially being deployed in Ukraine and Kiev’s right to target Russian territories with Western weapons.
