For the first time, a set of general principles for the responsible research and development of AI systems has been outlined in Decision No. 1290 of the Ministry of Science and Technology, issued on June 11. These principles are intended for agencies, science and technology organizations, and individual businesses involved in the design, development, and provision of AI systems.

The Ministry of Science and Technology emphasizes the importance of developing standards to guide and orient the development and use of AI systems, creating a balance between economic, ethical, and legal factors. The Deputy Minister of Science and Technology, Bui The Duy, stated that AI ethics is a complex global issue that is being addressed by countries and organizations worldwide, including UNESCO. AI ethics has implications for social, legal, political, and commercial aspects of life.

Among the nine principles specified in the decision, cooperation and innovation are emphasized as developers are encouraged to focus on enhancing connectivity and interoperability of AI systems to increase their benefits and to share relevant information to ensure system interoperability.
