Larry Bafundo, previously the Technology Modernization Fund (TMF)’s deputy executive director, has been appointed as the new permanent executive director of the TMF by the General Services Administration (GSA). Bafundo is a seasoned technologist with extensive experience leading complex digital initiatives in both public and private sectors.

Bafundo has a proven track record of delivering results in IT modernization projects. Prior to joining GSA in January, he oversaw the Department of Labor’s modernization efforts, including a $2 billion project to upgrade unemployment insurance systems. He also served at GSA’s 18F unit as a product manager, focusing on transformation efforts for crime data collection and reporting.

In an email obtained by FedScoop, GSA Deputy Administrator Katy Kale expressed confidence in Bafundo’s abilities and highlighted the importance of investing in IT modernization projects through the TMF. She emphasized that the TMF team will continue to deliver meaningful results for both GSA and other federal agencies. This announcement comes at a time when there are calls from federal IT leaders and lawmakers to revitalize the TMF as it nears the end of its America Rescue Plan funding.
