Despite recent talks in Egypt, Hamas has rejected Israel’s latest counterproposal, according to a diplomat. The proposal did not meet Hamas’ demands for the unrestricted return of Gazans to the north and the pullback of IDF troops.

Hamas has maintained its position since presenting its demands to mediators on March 14. Senior Hamas official Osama Hamdan reiterated that their stance remains unchanged, despite recent negotiations.

Israel continued to insist on allowing inspections of those moving north and keeping IDF troops in central Gaza in its counterproposal. CIA Director William Burns, Mossad Director David Barnea, and Shin Bet Director Ronen Bar are set to meet in Egypt this weekend to continue ceasefire talks.

For months, Hamas and Israel have been unable to reach an agreement on a three-phased framework aimed at releasing hostages held by Hamas in exchange for a ceasefire, the release of Palestinian prisoners, and increased humanitarian aid to Gaza. Previous talks in Doha did not result in a breakthrough, despite efforts from mediators.
