In a notice posted on Sam.gov, the FBI announced that it has awarded contracts for its potential $7 billion ITSSS-2 blanket purchase agreement. The agency made a total of 95 awards, with 31 going to full-and-open track and 64 to small businesses in the set-aside group. This announcement comes less than two weeks after the Government Accountability Office denied the last pre-award protest.

The road to ITSSS-2 has been a long one, as it replaces the IT Enterprise Services Contract that the FBI initially intended to award in 2020 but faced protests that halted the process. The solicitation for ITSSS-2, released in June 2023, also faced protests from companies like General Dynamics IT, SMX, Ernst & Young, and Qbase, leading the FBI to make corrections to address their concerns. Although Computer World Services challenged their elimination from the competition, the Government Accountability Office ultimately supported the FBI’s decision.

ITSSS-2 will serve as the FBI’s platform for purchasing a wide range of IT products and services, as well as standardizing their procurement processes and forecasting purchases. The blanket purchase agreement includes one initial base year and up to seven individual option years.
