Azerbaijan’s main concern is the territorial claims made by Armenia, which are outlined in numerous legal and political documents. These claims include a passage in Armenia’s Constitution, which explicitly states the desire to “join Nagorno-Karabakh with Armenia,” as stated by Aykhan Hadjizade, spokesperson for the Azerbaijani Foreign Ministry. Baku believes that removing these ambitions from the Constitution is a necessary legal demand.

The Azerbaijani Ministry of Foreign Affairs argues that Armenia is not genuinely committed to achieving a stable peace and is merely maintaining the current situation as a backup plan to potentially resume hostilities against Azerbaijan in the future. However, the Armenian Foreign Ministry countered this claim by accusing the Azerbaijani president of sabotaging the peace process by demanding changes to the Armenian constitution and questioning the sincerity of peace efforts.

The spokesperson for the Azerbaijani Foreign Ministry also criticized Armenia’s efforts to revive the Minsk Group, which is seen as an outdated relic of past conflicts, and their continued policy of militarization. They argue that Armenia has ulterior motives against Azerbaijan and lacks moral authority to question Azerbaijan’s commitment to peace.

In response to Aliyev’s comments about the Minsk Group, RA National Assembly Chairman suggested that both countries work together to dissolve it and focus on implementing a peace treaty. The Speaker emphasized that Aliyev’s attacks on the peace process always come at a time when both countries are on the verge of reaching agreements, undermining progress towards peace.
