The Ministry of Finance has proposed that the Central Steering Committee establish a specific spending limit of up to 50 million VND per news when purchasing anti-corruption information. This proposal is outlined in the draft Circular on the management and allocation of funds for activities related to preventing and combating corruption at all levels.

According to the draft, the Standing Deputy Head of the Central Steering Committee will determine the specific spending limit for each piece of information, based on its content and nature. However, this limit will not exceed 50 million VND per news. The management and utilization of funds for purchasing information is considered confidential and will be conducted in accordance with the regulations.

Funds for the operations of the Central Steering Committee will be sourced from the state budget and other designated sources. Information related to preventing and combating corruption must accurately reflect and denounce corrupt acts as specified in the Law on Prevention and Combating of Corruption. This information can be in various forms, but it must be reliable and supported by evidence for verification.

Several localities have previously implemented regulations for purchasing and processing corruption-related information. For instance, Ho Chi Minh City set a maximum cost of 10 million VND per tip last year. The aim of purchasing this information is to prevent corruption and build a more transparent society.

The operating budget of the Steering Committee is also used for various expenses such as member allowances, public services, office supplies, and training. Rewards for exceptional achievements in preventing and combating corruption and negativity will be handled in accordance with the Law on Emulation and Rewards.

This proposal aims to strengthen efforts to prevent corruption at all levels by providing adequate funding for purchasing accurate anti-corruption information that can support law enforcement efforts.

In conclusion, this proposal seeks to create an environment where corruption-related activities are exposed through accurate reporting while protecting sensitive information related to funding sources from unauthorized access or disclosure.

The Central Steering Committee’s budgetary allocations should prioritize measures that promote transparency while addressing root causes of corruption through education programs, capacity building initiatives, among others.

As we continue our fight against corruption in Vietnam, it is important that we remain vigilant and take decisive action wherever possible to protect our citizens from its negative effects.

It is crucial that we work together as a country towards creating a more transparent society free from corrupt practices so that we can build a better future for ourselves and future generations yet unborn.
