Prime Minister Pham Minh Chinh urged state-owned enterprises to revamp their production, technology, management, and human resources practices during a conference on June 15. He emphasized the importance of innovating the work of cadres and human resources as a key factor for success. The Prime Minister pointed out that state-owned enterprises lack autonomy and often have inefficient business practices due to their administrative structure. To bring in new perspectives and expertise, he suggested that these enterprises consider hiring foreign executives and leaders who are not party members.

In a previous meeting in March, Minister of Planning and Investment Nguyen Chi Dung expressed concerns over the lack of innovation and autonomy within state-owned enterprises. He stressed the importance of appointing qualified and experienced managers and establishing a salary and benefit regime that aligns with their performance. The Ministry of Finance was assigned to study a draft law on managing state capital at enterprises to increase decentralization and enforcement capacity.

At the conference, the Prime Minister set ambitious revenue and profit targets for state-owned enterprises in 2023 while calling on businesses to address long-standing issues, accelerate investment projects, and contribute to the development of key industries. Specific tasks were assigned to different sectors such as energy, food, and public utilities to meet economic needs and support businesses and individuals.

Overall, the Prime Minister underscored the importance of state-owned enterprises in achieving national economic goals while urging them to maximize their potential through innovation, efficiency, and strategic growth initiatives.
