In response to the deteriorating conditions at Linwood Homes apartments, Shreveport Mayor Tom Arceneaux has declared a State of Emergency. The emergency declaration, effective as of 1 p.m. Thursday, will remain in place until July 26 with the possibility of extension. According to Arceneaux’s Office, the hazardous state of the abandoned complex poses risks to public safety and health.

The lack of running water and functioning toilets makes the property unsafe for occupancy. The accumulation of trash, both from previous residents and current occupants, poses a significant threat to public health. Additionally, the property’s susceptibility to fires set by squatters and scavengers is a pressing concern, as evidenced by a recent two-alarm fire that required a large response from the Shreveport Fire Department.

Mayor Arceneaux also cited proximity to residential and commercial areas as raising further safety and health implications prompting the City to take action. The declaration grants the Shreveport Police Department authority to remove individuals found occupying units or camping on the property or scavenging items. Public Works and Property Standards are authorized to address any health and safety hazards and remove illegally dumped trash. All City departments have been empowered to safeguard public safety and health in this situation.

To enforce the ban on entry into the property, signs will be posted at entrances warning of prohibition and potential legal consequences.
