The Philippine Army recently appointed Rear Admiral Alfonso Torress Jr. as the new commander of the Philippine Western Command (Wescom) on Palawan island. This command is responsible for operations in the East Sea and is strategically located adjacent to the Truong Sa archipelago. This decision is part of a larger plan to adjust leadership personnel within the military in response to changing security environments and emerging challenges.

Meanwhile, Vice Admiral Alberto Carlos, the former commander of Wescom, was replaced due to an administrative decision. He was implicated in a scandal involving compromising conversations with a Chinese diplomat, prompting the Philippine military to place him on temporary leave for personal matters. The Chinese Embassy in Manila claims to have a recording of the compromising conversations but has not released the full content.

The Philippine military has been using the old warship BRP Sierra Madre as an outpost on Co May Bank to maintain a presence in the area since 1999. However, recent confrontations between the Philippine Coast Guard and Chinese coast guard ships in the East Sea have raised tensions.
