Kelly Waggoner, the founder and CEO of Red Tractor Cultivation in Peculiar, Missouri, has been charged with multiple felonies related to his ownership of a marijuana business. The charges include forgery, filing false documents, and identity theft as detailed in a probable cause statement filed by the Missouri State Highway Patrol.
Waggoner allegedly submitted forged documents to the Missouri Department of Health and Senior Services using signatures from past investor documents without their consent. This increased the value of his business and later led to the sale of its marijuana licenses to an investor from St. Louis without disclosing the sale to other investors or the DHSS.
The criminal summons that was issued mandates an initial court appearance scheduled for 9 a.m. on Wednesday, July 17. Waggoner was able to raise capital from investors by selling convertible notes, according to court documents. However, some of the funds received were allegedly used for personal purchases such as an SUV, personal items, and legal fees.
This illegal activity has led to the charges being brought against him, and the case is currently pending further investigation and court proceedings.
