The Pan American Health Organization (PAHO) is a specialized public health agency of the Inter-American System that focuses on combating diseases, responding to emergencies and disasters, and strengthening national and local health systems. In 2010, PAHO adopted an Organization-wide results-based management (RBM) approach as part of its strategic plan. Since then, PAHO has made significant strides in integrating RBM into its portfolio of work.

To assess the progress made and challenges faced in implementing RBM, PAHO commissioned a comprehensive external evaluation of its RBM framework. This evaluation aimed to determine the achievements, value-added, good practices, and lessons learned from implementing RBM within the organization. It covered all components of the RBM framework from January 2008 to December 2022 at all levels of PAHO entities.

The specific objectives of the evaluation were to document key achievements, good practices, challenges, and lessons learned in RBM implementation; identify challenges and opportunities to enhance a culture of results and decision-making in PAHO; produce actionable recommendations for improving RBM implementation at all levels of PAHO and with key partners; and derive lessons learned to inform PAHO’s strategic plan for 2026-2031.

By identifying successes and areas for improvement, PAHO can continue to strengthen its efforts in combating diseases, responding to emergencies, enhancing health systems in the region. The evaluation will provide valuable insights into PAHO’s RBM journey and help the organization improve its processes and outcomes in the future.
