Deputy Prime Minister Tran Hong Ha issued directives to the Ministry of Industry and Trade to develop a plan that incentivizes the installation of rooftop solar power and storage equipment for resale to EVN. This was announced during a meeting on the draft Decree regarding the direct electricity trading mechanism between renewable energy generators and large users (DPPA mechanism) and policies to encourage self-produced and self-consumed rooftop solar power.

In the proposal for self-consumed rooftop solar power, the Ministry of Industry and Trade suggested that this type of power be produced and consumed on-site without selling electricity to other entities or to the national grid. The regulation aimed to ensure that the allocated capacity in Power Planning VIII for rooftop solar power connected to the grid does not exceed 2,600 MW.

During discussions, attendees recommended allowing individuals to sell excess rooftop solar power back to the grid while cautioning against excessive profit-seeking in industrial zones. The Deputy Prime Minister emphasized the importance of ensuring economic viability for those installing rooftop solar power while also providing resources to ensure energy security.

The Deputy Prime Minister also tasked the Ministry of Industry and Trade with researching and providing financial support for those installing rooftop solar power with storage equipment to resell to EVN at the base electricity price during peak hours. Additionally, the Ministry of Construction is tasked with researching clean energy standards and installing battery storage systems in civil works.

Currently, there are over 103,000 rooftop solar power projects with a total installed capacity exceeding 9,500 MW in Vietnam. The goal is to increase rooftop solar capacity by 2,600 MW by 2030. The Ministry of Industry and Trade stated that rooftop solar power is primarily intended for self-consumption to reduce financial burdens, not for commercial purposes.

The draft also includes provisions for wind and solar energy projects to participate in direct electricity trading through the national grid. These projects must have a capacity of over 10 MW and comply with regulations for electricity operating licenses. The Ministry of Industry and Trade is responsible for ensuring system safety and monitoring transmission capacity and load in each region.

Overall, the government aims to encourage businesses to invest in storage equipment for renewable energy projects as base sources mobilized at peak prices while implementing sanctions for violations related to registration, data updating, connection, and inspection.
