In 2023, the Institute of Social Security (INPS) in Italy canceled over 27 thousand irregular contracts and reported 425 workers in the agricultural sector. This was a result of 669 inspections out of a total of 9,202 checks, leading to production results amounting to 982.4 million euros, showing a 46% increase. The institute highlighted a new approach in the relationship with companies, focusing on support paths and ex-ante controls as outlined in the new Supervisory Plan approved by the board of directors.

The document supervision activity included 162,793 checks, which was 91,000 more than in the previous year, indicating a significant increase. This approach is a result of inter-institutional consultation with the Ministry of Labor and Social Policies and the Police Force. President Meloni announced new hires to further strengthen this collaboration during his speech in Parliament.

The commitment of the inspection staff will continue in 2024, focusing on combating gangmastering in various sectors beyond agriculture. The institute will participate in activities to support this initiative, including the renewal of a Memorandum of Understanding with the International Organization for Migration. Specific activities planned for 2024 include control interventions in product sectors identified for combating undeclared work and addressing irregular employment relationships.

In addition to these efforts, INPS will also continue its involvement in implementing the National Portal of Undeclared Work to improve information sharing among inspection agencies across Italy. Through ongoing projects and collaborations, INPS aims to enhance its efforts to combat irregular work and ensure compliance with labor regulations across various sectors.

Overall, INPS’s focus on ex-ante controls has proven effective as it has led to an increase in production results while ensuring that companies comply with labor regulations. As such, INPS will continue its commitment to combatting irregular work and promoting compliance across various sectors beyond agriculture.
