Two women from the Los Angeles area, Xia Baker from Rowland Heights and Min Qiao from Hacienda Heights, were arrested by Ventura County authorities on suspicion of operating a spa business in Newbury Park that offered illegal commercial sex services. The two women are facing charges for pimping and pandering, with Qiao facing additional charges for money laundering and bribery. Their business, Health Spa, located on the 400 block of North Ventu Park Road in Newbury Park, became the focus of an investigation by the Ventura County Sheriff’s Office in September 2023.

On May 8, detectives found evidence indicating that the business was offering commercial sex services and that Qiao and Baker were financially benefiting from their employees performing illegal sex acts. Detectives searched the spa and the homes of the two women, arresting both as part of the investigation. Baker was released after posting bail while Qiao remains in custody according to jail records.

The women are set to appear in court on June 14 to face the charges against them.
