Hungary has taken over the Council of the European Union for a six-month term, following in the footsteps of Belgium. However, concerns about Hungary’s anti-democratic actions and connections with the Kremlin have caused unease within the European Parliament and some member states. This comes at a time when France is also facing rising concerns with the far right gaining power.

During the handover ceremony, Hungary’s Prime Minister Viktor Orban expressed his joy and commitment to fulfilling his obligations during his presidency. He also promised to act impartially and share his vision of Europe while steering discussions in what he considers to be the right direction. Despite opposition from some EU leaders and the European Parliament, Orban remains determined to make Hungary’s voice heard during its presidency.

Orban’s government has a history of clashing with the EU on issues such as immigration, rule of law, and conflict in Ukraine. However, he aims to use this opportunity to influence key decisions and policies in the EU. While he may face limitations on his room for maneuver due to opposition from some members of the EU, he is expected to create challenges during his presidency by focusing on economic competitiveness, combatting illegal immigration, and progressing Western Balkan countries towards EU membership.

Belgium and the EU institutions have already made significant decisions before Hungary’s presidency that aim to limit potential instability. This includes approving new sanctions against Russia and opening accession negotiations with Ukraine, decisions that Orban may not approve of. Despite their differences, Belgian Prime Minister Alexander De Croo expressed confidence in Hungary’s ability to act in the interest of all EU citizens during its presidency.

Overall, Hungary’s presidency is expected to bring both opportunities and challenges for Europe as it seeks to shape key decisions while navigating constraints imposed by other members of the Union.
