The Department of Science and Technology in Ho Chi Minh City is currently working on a project to test drone and self-propelled vehicle technology. This initiative comes after Resolution 98 was approved, which allows the city to test new technology solutions within high-tech parks, centralized information technology parks, and innovation centers starting August 1, 2023. Director Nguyen Viet Dung announced this news on June 19 during a workshop organized by the Department to consult with experts on testing mechanisms.

Testing new technology can be a complex field as it is not covered by current regulations. To address this issue, the Department has organized workshops to consult with experts on testing mechanisms. As a result of these consultations, the Department has developed a project to test drones and self-propelled vehicles. This project does not require operating frequency licensing, but the Department will coordinate with relevant agencies to ensure national security and defense factors are taken into account.

In addition to testing new technology, efforts are being made to enhance the innovation and startup ecosystem in Ho Chi Minh City. The establishment of a Startup Innovation Center and the implementation of new policies aim to improve the city’s global ranking in innovation and startups. The city is also working on completing the legal framework for the Startup Innovation Center, which is expected to operate later this year.

The Director also mentioned that there was a memorandum of understanding signed between the Standing Committee of the Ho Chi Minh City Party Committee and the Party Committee of the Ministry of Science and Technology aimed at promoting science, technology, and innovation policies. The Department is advising the City People’s Committee on implementing testing mechanisms for innovative products and presenting policies on tax exemption or reduction for startup businesses at an upcoming People’s Council meeting in July.
