The WHO/United Nations Children’s Fund PHC Operational Framework for the years 2020-2023 was the focus of a case study in Kenya. The study examined four key areas: “Political Commitment and Leadership”, “Governance and Policy Frameworks”, “Digital Technologies for Health”, and “Monitoring and Evaluation”. The goal was to understand how these strategic and operational levers were being utilized during the implementation period.

One of the main areas of interest in the study was how support from the three levels of the WHO (Headquarters, Regional Office, and Country Office) was being coordinated and put into action. By examining this coordination, researchers aimed to gain insights into how the organization’s resources and expertise were being harnessed to drive progress in healthcare delivery in Kenya.

The impact of catalytic actions that were planned and implemented through the strategic levers identified was also explored. By analyzing these actions, researchers sought to understand how the WHO/United Nations Children’s Fund PHC Operational Framework was being put into practice on the ground in Kenya. Overall, the study aimed to provide valuable insights into the effectiveness of the framework in improving healthcare outcomes in the country.
