On June 3-7, 2024, the Kaua‘i District Health Office will be conducting a Community Assessment for Public Health Emergency Response (CASPER) survey to evaluate the emergency preparedness level of households on Kaua‘i. The survey will help assess household emergency preparedness, evacuation plans, and awareness of climate change and communicable diseases. The information gathered will assist the KDHO and the county in meeting the community’s needs before, during, and after a disaster. It will also serve as a valuable training opportunity for staff.

Survey teams will be conducting door-to-door visits in randomly selected census blocks to visit each block with seven households selected for a total of 210 attempted household-level surveys. Each team member will consist of Department of Health staff, with support from the Kauaʻi Medical Reserve Corps and the American Red Cross. The survey takes approximately 10 minutes and households will be asked about their emergency and evacuation plans, concerns about climate change and communicable diseases, and general questions about life on Kaua‘i. All responses will be confidential, and names or addresses will not be collected.

Team members will be easily identifiable with vests and identification cards indicating they are part of the DOH survey team. Selected households will have the option to complete the survey over the phone if desired. The CASPER survey methodology was created by the Centers for Disease Control and Prevention to quickly assess a community’s health and resource needs following a disaster. This will be the seventh Department of Health CASPER survey conducted on Kaua‘i.
