The Chinese Academy of Sciences (CAS), the country’s top science institute, has recently undergone an organizational overhaul with a renewed focus on enhancing frontier and basic research capabilities. In response to China’s intensified efforts to promote innovation and technological advancements, new bureaus have been established for frontier sciences and basic research, sustainable development research, and basic science and technology capacity. These bureaus have replaced previous departments that were also responsible for education, science promotion, and dissemination.

China’s strategic shift aims to counter hi-tech containment by the US and drive economic growth through technology and high-value manufacturing. The new bureaus will concentrate on research areas such as life science, atmospheric and oceanic sciences, and interdisciplinary studies while overseeing major scientific research projects.

The frontier sciences and basic research bureau will lead disciplines including mathematics, astronomy, life sciences, and fundamental interdisciplinary frontiers. As China faces pressure to reduce the technology gap with advanced economies, Chinese leaders have emphasized the importance of seeking breakthroughs in original innovation and promoting “disruptive innovation” that can revolutionize industries and enhance human life. However, original innovation has been identified as a weak point in China’s quest to become a tech superpower and compete with US technology restrictions.

In response to this challenge, major cities and provinces in China have increased efforts to develop new sectors such as artificial intelligence and the “low-altitude economy” driven by drones. Quantum and life sciences have been identified as emerging industries for future growth during a key economic conference held last year by the central government. These initiatives demonstrate China’s commitment to advancing innovation and technology to propel economic growth and enhance its global competitiveness.
