A coffee business owner in Casper, Wyoming is requesting that the City Council change the zoning of a vacant lot near the intersection of Fremont and CY avenues in order to open their drive-through shop. The council has scheduled a public hearing for this proposed change at their next regular meeting on June 18 at The Lyric, located at 230 W. Yellowstone Highway.

The lot in question, Lot 450 Westwood No. 2 Addition, is commonly used as an informal entrance and exit between Fremont Avenue and the El Mark-O Lanes/Galloway’s Pub & Bowling Alley on the 2800-2900 block of CY Avenue. The owner of the lot desires to open a coffee business there, but the current zoning of R-2 (One Unit Residential) is preventing them from doing so. A memo from Community Development Director Liz Becher to City Manager Carter Napier dated May 29 states that in order to proceed with their plans, the owner needs the zoning changed to C-2 (General Business).

During a public hearing on May 9, the Casper Planning and Zoning Commission voted in favor of supporting the zoning change. No public comments were made during this meeting. The owner will have the opportunity to present their case at the upcoming City Council meeting on June 18.
