The California Department of Technology (CDT) has recently released updates to its generative AI (GenAI) directives, policies, and guidelines for IT, non-IT, and telecommunications. These changes were outlined in a technology letter issued on Monday.

The letter highlighted several key updates to the Statewide Information Management Manual (SIMM) 71A and B. Specifically, the SIMM 71B Certification of Compliance with IT Policies template was revised to include a new “not applicable” option for cases where procurement is not required. Additionally, the State of CA Generative AI Toolkit for Procurement, Use, and Training received new contract language and updated solicitation language. A clarification on the inclusion of a GenAI Risk Assessment (SIMM 5305-F) in all GenAI procurements regardless of risk level was also added. Furthermore, a new process was established for submitting forms to CDT and/or beginning a consultation.

One of the most significant changes made by CDT was the renaming of the Standard Form 1000 as the “Generative Artificial Intelligence (GenAI) Reporting and Factsheet.” Submission requirements were also modified to reflect this change. During a recent vendor forum held by CDT, officials discussed the importance and process behind the new form to better understand cases of GenAI within state agencies. It was clarified that the form would not be used to disqualify vendors from procurements.
