In recent years, there has been a shift in the distribution of tasks in providing important services such as health, education, social services, and housing. This responsibility now falls to autonomous communities, which have faced challenges in financing models for these services. Between 1980 and 2009, six financing models were agreed upon, but renewals have not been possible since 2014. This financial shortage has led to over-indebtedness of the autonomies and has fueled discontent, notably in Catalonia.

The Generalitat of Catalonia has proposed a unique financing model that aims to change the current system by allowing Catalonia to collect all taxes and make dual contributions to the state to fund services in the region and support other communities with less fiscal capacity. The proposal emphasizes principles of loyalty, solidarity, and equal rights for all Spaniards. This initiative represents a major shift in how regional financing is approached and aims to increase autonomy, fiscal responsibility, financial sufficiency, and transparency.

It is essential to focus on values rather than fiscal balances when discussing regional financing. By studying positive international experiences and reaching successive agreements, better results can be achieved. The dialogue and governance approach taken by the Generalitat of Catalonia in proposing unique financing could serve as a model for addressing financial challenges and promoting solidarity and equality.
