Azerbaijan and Armenia are making significant strides in the text of their peace agreement, as announced by Azerbaijani Foreign Minister Jeyhun Bayramov during a joint press conference with Georgian counterpart Ilya Darchiashvili in Tbilisi. Bayramov stated that the number of open issues has been significantly reduced. However, he emphasized that territorial claims against Azerbaijan are still present in the Constitution of Armenia, which he considers to be the most significant obstacle to completing the process.

Armenia has received the 10th package of peace treaty proposals from Azerbaijan, and Armeir Grigoryan, the Security Council Secretary, mentioned that Yerevan is currently working towards them. However, he could not confirm whether the parties have come close to signing a peace treaty or not, emphasizing that until everything is agreed upon, nothing is agreed upon.

Despite Armenia’s readiness to sign a peace treaty with Azerbaijan within a year, Baku has raised new issues, demanding that Armenia change its Constitution. Azerbaijan warns that it will not sign the peace treaty unless these changes are made. Baku claims that there are territorial claims against neighboring countries, including Azerbaijan, in Armenia’s Constitution and other legal documents adopted by the parliament. Issues such as the Declaration of Independence, which mentions the unification of Armenia and Nagorno-Karabakh, are of particular concern to Baku.

Overall, while progress has been made in reducing open issues between Armenia and Azerbaijan regarding their peace agreement text, challenges related to territorial claims and constitutional changes remain a significant hurdle towards achieving a peaceful resolution of the conflict.
