An evaluation of the Strengthening Primary Health Care (SP-PHC) program was conducted from January 2020 to August 2023. The evaluation covered all three levels of the World Health Organization (WHO), including global, regional, and country levels as well as external key partners. The focus of the evaluation was on assessing the relevance, coherence, effectiveness, efficiency, added value, sustainability, equity, and considerations for gender and human rights.

However, the Universal Health Coverage Partnership (UHC-P) was not included in the evaluation scope as it has its own governing body and evaluation processes. Instead, the evaluation looked at how the SP-PHC and UHC-P complemented each other.

The resilience and essential public health functions (REPHF) team and Systems’ Governance and Stewardship (SGS) were not included in the evaluation scope but were considered in the overall conclusions and recommendations for the SP-PHC where relevant. The evaluation specifically focused on the SP-PHC program and did not assess the configuration and capacity of WHO’s departments and functions related to UHC and health systems.
