Navy Capt. Xavier Lugo, who heads the Department of Defense Chief Digital and Artificial Intelligence Office’s Task Force Lima, explained how Alpha-1, the CDAO’s portfolio of enterprise tools and capabilities, is playing a crucial role in laying the groundwork for the development of artificial intelligence and machine learning technologies.

According to a report by Federal News Network, Alpha-1 has gained significant momentum in providing AI and ML scaffolding. Some of the features offered by Alpha-1 include data labeling as a service, test and evaluation, and federated model catalogs. Lugo highlighted that data labeling was the first capability that Alpha-1 rolled out for DOD services and components. He mentioned that this was identified as a significant gap across the department, even though some program offices had their own data labeling services. However, these services came with certain restrictions and limitations, such as data ownership and sharing concerns.

Despite these challenges, Lugo said that Alpha-1’s data labeling services are instrumental in supporting various projects within the U.S. Navy, Coast Guard, and Marine Corps. For example, they are being used for the Navy’s Project Harbinger, the Coast Guard’s maritime object detection efforts, and the Marine Corps’ Smart Sensor program. Through these initiatives, the DOD is leveraging Alpha-1’s capabilities to enhance its AI and ML deployment and drive innovation in defense technology.

In summary, Navy Capt. Xavier Lugo highlighted how CDAO’s Alpha-1 portfolio of enterprise tools and capabilities is playing a key role in laying the groundwork for the development of artificial intelligence and machine learning technologies within DOD services and components. Data labeling as a service is one of Alpha-1’s initial capabilities that has been instrumental in supporting various projects across different military branches while addressing concerns about data ownership and sharing among program offices with their own data labeling services.

The use of Alpha-1’s features like test & evaluation helps to enhance DOD’s AI & ML deployment while driving innovation in defense technology through projects such as Project Harbinger (Navy), maritime object detection efforts (Coast Guard), Smart Sensor program (Marine Corps).
