In 2023, attacks on medical personnel and health facilities in conflict zones reached a record high, according to a group of non-governmental organizations. The Safeguarding Health in Conflict Coalition, made up of 40 organizations including medical charities, documented 2,562 incidents of violence or obstructions, including arrests, killings, kidnappings of doctors, and strikes on hospitals in 30 conflicts worldwide. This marked a significant increase from the previous year.

The coalition attributed nearly half of these attacks to state forces, urging governments to take more decisive action to end the violence against healthcare workers. Chair of the coalition, Len Rubenstein, called for a halt in arms transfers to perpetrators and for authorities to hold them accountable through legal means. The group relies on open-source data and contributions from partners to cross-check information and prevent double counting of incidents.

In the case of Gaza, the coalition attributed 489 incidents to Israeli forces in 2023, including deaths or injuries of medical personnel and strikes on hospitals. However, responsibility for seven other incidents had not been established. Israel has defended its military actions in Gaza by stating that hospitals are used as bases by Hamas militants.

The coalition’s findings shed light on the dire situation faced by healthcare workers in conflict zones and the need for immediate action to protect their safety and well-being. The increase in attacks against medical personnel and health facilities highlights the ongoing risks faced by these professionals who are dedicated to saving lives despite being caught up in violence and chaos. It is crucial that governments take steps towards ensuring their protection so that they can continue their vital work without fear or danger.
